if they are too aggressive to be re-homed then another option should be found for their few remaining years.

Agreed!  With care, time and proper thought given to the circumstances.  The underlying principle that a dog is a pack animal and should be expected to understand it's 'place' in the pack.  It's mostly where there is an element of confusion (on the dogs part - as a consequence of human failure) leading to competition for pack advancement (in the absence of an established 'pack leader' and/or hierarchy) that problems can manifest.  I wouldn't be confident enough to take on some of the proper badass ex-mil dogs (although there is a certain appeal to the prospect of a dog that is aggressive towards the dish-dash, that'd fit in well in Cornwall!)

Most problems with dogs arise from humans anthropomorphising them.
Dogs aren't human.
They are selectively bred wolves.
Too many people think dogs are like children???
Until they bite.
And as for pugs.....
In hand bags ????

Anyway I'm sure there's a few badass ex forces types who could handle an attack dog in retirement.
If I had land I'd be on the list for adopters. ☹️
