Bay tree or shrub?

Hi all - customer in a conservation area has asked me to reduce a big bay tree. About 15-20ft - the layman would call it a tree.

 

Would you advise them to get council consent as in a conservation area, or just crack on as it may technically be a shrub?

 

I think the test is whether it would reasonably be called a tree. I think this would to be fair.

If the stem is 75mm, or greater, at 1.5m above ground level a Sect. 211 notice should be served.

 

You answered the question re-TREE v SHRUB yourself.
