can anyone do my mums fence?

hi all, mum is in the throws of doing hose renovations and the front fence is a bit rubbish so could do with replacing, can anyone help???

 

we live right next to J7 of the M4.

 

there are currently 7x 4" fence posts and 6x 2 1/2' - 3' high panels in place and they are rotting nicely.
