Whats attacking this hawthorn hedge

came across this hedge row in west lothian, looks like the ermine moth that

 

attacks the prunus Padus. any ideas?

Same tree taken for you but couldn't get across the road because of traffic so angle all wrong

 

 

obnoxious insect man said these insect population explosions happen every now and again but predator and parasitic species reproduce just as fast to cause a collapse all in the same season.
