Timberwolf 125 rattling noise please help

Hi all, I used my chipper the other day and I could hear a rattling noise

It was coming from where the belts are located,

I removed the casing and I could see that a gear was lose and that was the problem.

 

It doesn't look like it's there for any purpose

Please could someone let me no if it has a use
