Belt tension

Having been in contact with the very helpful lads in the service dep at greenmech hq about having problems with the stress control I'm putting it down to belts.

Now they said it was most likely the tensioner spring seized but stripped that off and all ok full of grease but the bush I'm pointing at is extremely stiff to shift up and down so

1. Should it be?

2. If not how do I get it off to free it so the spring can do its job?

Going to order new belts tomorrow as bit shiny on the sides.
