Have been asked about this tree whether its healthy by a customer but not sure what it is? they think the tree is some form of chestnut? I have attached a picture of the blistering of the bark around the stem about a foot up from the ground level, and also a seedling that is growing from it.

 

Any help?

Is there any way you could post a photograph of a branch/twig of the tree? The bud arrangement would really help in its identification?

looks like one of the buckeyes, probably Yellow Buckeye (Ae. flava)

Maybe not; the infection first indicates that dirt is on the stem, and the flare needs inspecting, and cleaning. Many trees recover from this; though not many have that unfortunate codominance!
