I have a sthil ms 211 chainsaw with a 12" carving bar. I would like to put put regular bar on it and maybe buy a 180 or 140 electric chainsaw and put carving bar on it. Would this work?

Great first effort, even on its side you can tell instantly what it is :)

I know very little about eleccy saws, if you can get hold of a 1/4 sprocket for them then yes it would work.

Why electric? Is it a noise thing or a fume thing or both?

If noise is an issue the echo saws are pretty quiet for petrol, for carving try the 280wes or 360wes

Hopefully someone will come along with an answer to the electric option.
