Looking at the pics I can see the point. However the use of cleaner stoves that we use in smoke control areas would be a sensible step, these are however usually more expensive than non approved stoves, and that I suppose is where the problem is. Old non efficient stoves shut down, thats when smoke and pollution occur.

 

In the UK we have smoke control areas for which we have to install DEFRA approved stoves if the owner wishes to burn wood. These are set up in such a way as to prevent them being shut right down which is where pollution occurs.
