Horse chestnut struggling

At one of the sites I work at there is a huge horse chestnut,

This year the leaves have remained small to the point where from a distance it actually looks bare.

Does anyone have any idea what can be causing it?

There is no fungi visible from the ground, by all intents and purposes it looks like a big healthy tree usually.

There has been no flowers this year either whereas another horse chestnut 40 feet away flowered fine.

Any ideas greatly appreciated .

Not that I know of David, I don't climb so only going from what I can see from the ground.
