You are thinking right Ben, it sounds like fuel starvation. The carb is the second thing to look at, first is the tank filter and pickup hose. If the hose is intact and the filter clean, move on to the internal gauze fuel filter in the carb.

 

If these simple moves dont cure it you will have to move on to more complicated checks, but take one step at a time. Have fun.

Fuel starvation.

 

There is something not right. Could also be air leaking in past the carb. Is the carb gaskets in tact?

 

With the carb check the diaphragms are all good and no splits or cracks in them by holding up to a bright light.

 

More checks require more tools. Like vac testing etc.
