One of my industry friends dumps on an allotment, and I know some months ago whilst discussing insurances that he said the combined allotment owners were advised they needed a simple public liability insurance. Now looking at insurances in general you need to be a 'competent operative' to be 'qualified' in using machinery.

Going on my previous conversation with my friend I would advise if you are an 'allotmenteer' you enquire amongst your fellow allotment owners and if nobody knows then approach your council with regards to the liability insurance and qualifications required under its cover.

OR if you are a professional and not an allotment owner, your own liability insurance will 'probably' be invalid unless you are deemed to be competent. And competency in insurance terms are usually those operatives who are certificate holders.
