Will this split down the middle?

My neighbours have a horsechestnut, dbh about 175 cm in a parkland setting, so it's quite low. At some time in the past it's had a big branch come off the main trunk, right where the other branches branch off. There's three big branches left, and two of them at pretty much right angles to the trunk. The wound from the broken branch is rotting down the centre of the tree, but I've seen no sign of other decay around it. There is an odd spot on one off the big branches that looks a bit fungal but it's about 5 metres away from the trunk.

Any suggestions on future management?

Some pics of the tree as a whole would be good. First thoughts are a work schedule to retrench it, looks like it would make a good pollard.

Any signs of fungal fruit bodies? Are there any signs of bending stresses on the heavy laterals?
