help with fungi identification required

this is the central growth point on a small 2ft palm roughly ten yards apart from the cordyline pictured below (approx 12ft tall) which appears to have similar problem but on this one it is in the root. also its frothing nicely.

could it just be natural decay following frost damage?? thanks for looking

yes, reckon its just breaking down after a very cold snap this year, probably bacteria, as apposed to fungi, though i have seen mellea ferment the sap of willow and it wa swell boozy!
