I suspect there might be little need for a TPO given that the tree appears to be on Local Authority land?

 

thats about right but I would also say that the lack of tpo is probably down to the local TO using one of these scoring systems and has it down as being of low long term significance, these scores dont take into acount veteran preservation methods etc. IMO
