Couple years ago I needed a training teee for my son. I posted in the local Facebook group offering a free inspection in exchange for access to climb a decent sized tree and was inundated with messages. 
 

you could make the suggestion that you are doing coursework for college and part of this involves inspecting trees, aerial cavities, structure etc…..obviously an informal inspection with no work recommendations.

Once or twice I told enquiring members of public and a council gardener I was carrying out routine safety inspections . 

Given its common ground and they hardly ever get climbed its probably a good thing to have people get up in the canopy to have good look about. I think most councils carry out routine tree condition surveys from the ground.  I have removed hanging dead wood from public trees which is probably good for public safety.
