I'm unsure what this is, the fungus looks back and old. A large amount of wood at the base is soft, wet and powdery/crumbly, but I only probed it quickly with a stick. The oak is reasonably sized, has been reduced hard before, and would hit a house if it failed. However I know oak is very strong and resistant, I dont imagine it would fail anytime soon.

A neighbouring tree about 50 meters away had Kretzschmaria, which failed with soft rotten roots in december.

This looks more like a ganoderma or old turkey tail?

Certainly looks like it could be dessicated Trametes spp. fruiting bodies but, as you say, the image quality is pretty poor.

I'll get better quality pics tomorrow, including I will probe the roots and the soft rot, see how deep it goes.

If you click the image, quality is better, I dont know if you tried that.

Or try these

The Trametes are growing on the dead wood, and shouldn't affect the living wood. The important bit is where the living and dead wood meet,  providing that the callus growth is intact, and separating the two, the tree is probably fine. Same with the buttresses,  providing the structural wood is intact, small bits of decay between the buttresses will have little consequences.
