Warrington borough council put a TPO on some high oak stumps left behind by an avaricious developer- sure enough the stumps sprouted and are now supporting vigorous coppice growth.

 

250 metres from my front door was an oak that had no TPO. The owners wanted to remodel their drive and access as they had to reverse cars onto a blind bend to get out. On a weekend they managed to take the branches off but left the trunk 12" across and 8' high. By the end of the week their pollard was TPO'd. It took an appeal and a report from a Health and Safety consultant to get permission to remove the stump and move their drive to a safer position.

That is an interesting point as the Highway Code states that you should reverse onto your drive in order to prevent having to reverse into the road.

A blind spot mirror opposite the drive might have completed the solution.

Alternatively they could have put a turntable in......
