Have been asked to calculate trees needed for a restocking and the FC have stipulated "not less than 5 to 1 stems per hectare".

Am I correct in saying that this means 5 new trees for every one felled?

Thanks in advance for clarifying this for me.

What it means is the FC expect 5 trees planted for every stem felled.  With 5 stems replanted the expectation will be one of the  five will get established and replace the felled stem.  Usually I would expect a minimum stocking density of 1100 stems per hectare.  If planting for productive purposes you can stipulate a higher restocking rate.  Ultimately the FC are regulating to make sure there is no net loss of canopy cover nationally.
