This feels like an episode of Mock The Week, we need Hugh Dennis to give the real but boring answer.

Is he at home or work doing this? He can use a topper in flip flops at home if he wants to, but HSE would not be impressed if he had an accident at work doing it. He would then be part of the arb accident statistics which have fuelled the two rope climbing thing.

It is on his own land so is he allowed too

There is no " law " saying you can't use a top handle on the ground . It is frowned upon in some circles . If he did become a statistic he would only go to A+E    (or God forbid the morgue ) not prison .

Okey cool so he is allowed

To be fair there are worse crimes?

Used to chog up firewood after school and during holidays with an old mc culloch top handle and managed to retain all digits and limbs.

Didnt know any better then tho.
