Danequip grinder hydrostatic drive problem

I’m guessing this spindle which has the drive pulley on the end, shouldn’t be spinning freely as in the video?

 

Lost drive to the wheels earlier, belt is ok and lever is moving backwards and forward on the drive unit, and oil in the reservoir

It’s a 27sp I think. Will have to check!
No problem not sorted yet. Missed a call from Danequip so will call back tomorrow
