Noticed this orange staining on a Beech in a woodland I look after and I'm not sure what it is? You can also see in on of the pictures that there is an area of decay in the stem near the goo. The general health of the tree looks to be good but I'm wondering if it needs to come down as it is next to a road?

Cheers!

Scrape off the dead stuff and look for the tree response.  Doubtful the goo has structural implications, but you don't know until you look.
