i found a post from a lady who had removed mature laurels and her council were prosecuting her.

As suggested above, different councils / tree officers may view the laurels differently, the only view that really counts in this case is that of your local tree officer / council.

can anyone shed any further light please.

Yes, you can tell us what they said once you have called them [emoji106]

bear in mind that these are 25 feet tall and 60 years old. 

Potentially irrelevant I am afraid, as above, the decision of the laurels requiring consent or not is that of your local council / tree officer..
