  1. Previous person is correct. Any Arborist worth their salt should be aware of BS3998. Trees and the Law. Anyone is entitled to cut any branches overhanging their boundary but are required by law to offer said cuttings BACK to the land owner as they are technically their property however, trespass is trespass and permission must be obtained to enter onto another's property. Communication is key.
  2. Just food for thought. Looks kinda like the beginnings of an "Ash Dome"?? (Check out a book called "Wildwood" A Journey Through Trees by Roger Deakin. Certainly Looks like a stock tree half standard graft that's been regularly pruned to manipulate downward growth. Not sure about a weeping ash due to its placement and lack of sub lateral growth. Hope this helps not hinders.
