Struggling Weeping Beech what to do ?

A client has this weeping beech tree in their garden that has, over the last number of years, become more stressed and contains an amount of dead wood, I have suggested to remove competition from other plants, weeds, ivy, self sets etc. from around the base of the tree, to apply mulch, a light application of fertilizer and to remove the dead wood, there is no reason to suspect compaction of ground due to little footfall or mechanical reasons, there is possibility of dry conditions due to tree situated on a bank but would have thought this wet spring may have ruled this out, the tree also shows signs of either or both squirrel damage or sun scorch to tops of branches, any suggestions are welcomed, thank you
