Horse Chestnut leaves query

There is a horse chestnut not far from my house in Thorner and I have been keeping an eye on it. It is suffering from bleeding canker since I have first seen it. The leaves are now out and are already beginning to wilt and the photos below is an example from the tree. Whats wrong with the leaf? I was looking for leaf miner but couldn't see any. I will be keeping an eye out for it.
