Cherry Trees in South London

Over the last year I seem to be seeing a lot of cherry trees that have died or are in the process of dying. I know our local authority (Southwark) are pollarding a lot of trees because of an insurance perspective, and aggressively pruning some old cherry trees which have now died, has anyone else noticed that cherry trees are suffering (I think maybe not just because of the way they have been pruned) ?

 

On another note, I noticed yesterday that a clients cherry tree has leaf curl on the extremities of every branch. I presume it was because of a lack of water, is this correct ?

 

Help much appreciated.
