Horse Chestnut health

My neighbours have three large HC's. They have pollarded them every 4 years for many many years and despite me trying to talk them out of it the last 2 times have continued to do so.

 

The trees have large wounds at the pollard points and some signs of epicormic growth and the last 2 years have started to look weak and the leaves were getting spotty by the end of the year.

 

As they have started to come into leaf, a span from the top on the left side tree to the top and right side of the furthest right tree (and the younger of the three), has now got some shrivelled pathetic looking leaves. These are top and south side facing. The oldest one looks healthiest and the northern side looks fine.

 

They are pretty fissured around the older bark but 10' up the bark is getting a bit cracking and may be early signs of bleeding canker.

 

We are concerned about the trees and i have only experienced end stages of Bleeding Canker so no idea about progreesion/time scale.

 

Ant ideas out there tree experts???
