watched 'gardeners' today planting 9ft high Limes with a girth of 8'' on a brand new housing development, some of which were as close as 12'' to new lamp posts, is there a planting distance they should have complied with?.

Do you mean 12 feet or 12 inches from the lamp post?

 

I'm assuming you mean 12 feet as your use of the double prime appears to suggest 12 inches, which would be difficult to plant that close to a metal post?

 

Planning is more often the point where tree positioning fails.

The Gardeners may just be following the planting map/specification ?

 

Choice of species (in terms of crown shape and spread) and distance from above and underground services should be appropriate to situation considering future crown and root growth.

 

I don't believe there are any specific planting distance guidelines in relation to trees and utilities in either of the 2 documents below.
