Does anyone have any info on what is required here?

 

The tree is a dismantle adjacent to the fence of a non-electrified line. There would be no need to access the track and the tree would be rigged down.

 

In this situation would Railtrack insist on a banksman on the line? I'd appreciate any info. Thanks.
