Eucalyptus ident help with afids

Hi I have a six foot tall Eucalyptus tree and ive noticed small blue/grey mites in the new leaf buds, i had sprayed bug killer but that hasnt worked, i wouldnt say they were white fly as there really small, not sure what damage they will do to my tree but id like to remove them, does anyone know what they are? The tree seems to be growing well apart from this, dont understand where they have came from as theres no fruit trees or flowering plants nearby. Any advice is greatly appreciated.
