I have two Stihl FS 460 brush cutters and both the blades turn when they idle. I have replaced the clutch springs and that didn't help. They are both the m tonic versions so I cant tune them any ideas? Cheers

I would check the clutch shoes are moving freely as if they stick out they will cause the symptoms you have.

Are the idle revs excessively high where you would expect the blade to spin on idle.
