Foliage abnormality in an acer platanoides , Crimson King

A lady asked me if I knew what might be affecting her Tree...it is a 40 ‘ acer and last year the leaves on some of the branches stayed small whereas the remainder of the tree was fine. It may be significant that the affected branches were on the same side.

Has anybody come across this before.
