They are contracted to supply a set monthly volume  and at times to do this anything goes - any shortfall and the penalties are harsh. That is why availability is no existent. 

The long protracted wet spell was the nail in the coffin as the little timber there was all had to go to the contract consumers and they have been playing catch-up ever since.
