When are Trees Classed as Immature ?

I have had 2 trees cut down in the property at the back of my garden.

The tenant did not have permission off the council to fell these trees.

The council have now said that these trees were "Immature and would not have had room to develop "

I have Images of these trees before they were felled.

Both trees were over 40 feet tall and both were over 40 years old.

One tree was a Holly and I am not sure what species the other was.

Do these trees sound "Immature " to you experts out there ?

Also the council were going off what was left of the stumps of these trees .
