well after a strip down of everything i discovered the issue which was hidden in the handle , the spring in the pawl which activates the brake was somehow jammed in the corner which restricted the movement of the pawl as it compressed the spring to bind it which jammed it up while partially activating it , but not enough to get the brake to catch the drum , ,no idea how it got like that , but as the cover was almost in new condition i think it was a warranty job when fairly new and was replaced and left as a spare ever since , problem sorted and now works as it should :thumbup:

here is a pic of how the spring was in the cover i got off Ebay to replace my really worn out one , the pic is a demonstration from my original cover as i didnt have phone at the time i was working on the replacement
