Phacidium coniferarum on Cedar ?

My Client has had 3 Cedars die within the last year from what is suspected to be 'Phacidium coniferarum'

 

Please see photos attached of largest and first Cedar to die off.

 

I have tried to find more info on 'Phacidium coniferarum' and came across a forestry.gov article which states that cedar has potential to come back from this?

 

The tree is close to clients property and where cars are parked and his worry is that high winds may cause large limb failure...on the other hand this tree was a landmark within the estate and if there is a chance of it coming back from this he might decide to give it a bit more time.
