Ms 460 av question

I have just replaced the AV rubbers on my ms460 after noticing it feels like something is sloppy. 

With new rubbers the feel is the same but I did notice that it looks as if one of the bits of metal isn't seated correct against a rubber. Even though it feels as if the bolt is fully in and tight.

 

It makes sense to me that the metal washer thing should sit flush with the AV rubber.

Does anyone know of this is normal or have a 460 to compare to?
