Beech Hedge problems - ?disease

Two 'trees' within my beech hedge have bright orange spots (?fungus) on the bark and branches where they emerge from the small trunks. The leaves have looked dead all through late Spring summer. There now seem to be new leaf buds at the top of the twigs however. Can anyone tell me what the problem might be, and whether I should be worried/doing anything.
