beech tree not healing

this is a beech tree that was damaged some time ago, the wound has started to healed over a couple of times but after that the cambium dies back further.

any ideas on why this is happening, could it be beech bark disease, what action should be taken?

You could fell it or reduce it heavily in the hope it will regenerate a new crown it's not going to get any better and will probably end up like this ImageUploadedByArbtalk1456844422.844974.jpg.a0aa83d5aa9d105229d50de31555b075.jpg typical damage of what happens when some fool thinks a living entity won't mind having a fire against it...
