Advice on this

That's what I was thinking....

It would have to "...obstruct or interfere with the view of drivers of vehicles or pedestrians, or the light from a public lamp...." in order to warrant a notice under s154(1) of the Highways Act 1980

http://www.legislation.gov.uk/ukpga/1980/66/section/154

It looks, from the pictures, like a quiet residential road. Difficult to state categorically how much light is being lost and the hazard that the (estimated) light loss might cause.

Maybe a bit of pole pruning around the lamp but it looks like a bit of strong arm tactic from LA? Anything in writing?

there is it's call a light meter lighting design engineers go out and take reading they know exactualy how much light should be there and what is lost(my twin brother is a lighting engineer in street lighting for 22 years ) and it being a quite road means nothing if a council are paying a contractor to to look after it's street lighting they will actually try to fine them for not keeping up with the maintenance or for not making a compliance lighting scheme or maintaining a current one

By the way, if you're not the Council Roads Dept., spending time pondering the ins and outs of whether you can take your would-be customers' word for it that it's an adopted road and that they have to cut the tree back form the light seems to me a bit of a waste of time.

I must remember not to think out of my box in future :(
