Dampers blowing are pretty much always down to the brakes not being correctly adjusted IME. If you feel the chipper/trailer bumping when you brake get it adjusted up by someone who knows what they are doing ASAP or the damper will be quickly destroyed. Setting up trailer brakes correctly is a bit of a dark art as far as I'm concerned - I'm not bad with spanners but I always leave this to someone who really knows what they are doing.
