I am one of these that has to know what stuff is and how it works, I have contemplated climbing the pole to have a look but don't think the rozza's would appreciate my curiosity.

They are gps boosters. They pick up on air traffic from mobile phones etc when traffic stationary, the transmittance is used to gauge time in traffic and consequently how long the jam is likely to be there for, which then in turn provides updates for traffic flow adjoining the trail of the traffic jam, the whole system provides additional support to General traffic surveillance.
