The front part is an trailer but it carries the weight of the trailer so not illegal.

...but it's regulation 83 of the construction and use act, I believe, that says a semi trailer and a dolly is a composite trailer and classed as one . 18tonne gross through

That ifor may not be overloaded that much as transit van only can tow 2800kg and look at what is on roof also what was in back of if.
