They look like roots growing from the tree. Some trees do this such as the Pōhutukawa tree (Metrosideros excelsa). Finding out what tree it is would help, I assume it's not in the UK? They could also be roots from a climber but they do appear to be growing out the trunk.

So sorry, I should’ve been more clear. I’m in Australia.. the tree is over 30 years old and can’t for the life of us remember what it’s called.. but thank-you for your help!

Its normal stuff . A few years ago I was in Mauritius ( Indian ocean ) and most of the trees were like that .
