Is my tree dead?

Hello, Could any one give me some advice on this tree. I am unclear if it is already dead or what I should do with it? Attached is a picture and a video, you will also see at the end of the video that the tree is growing happily healthy leaves. Many thanks for any help.

It's definitely not dead. It's certainly not in the best of health though!

 

There isn't much you can do apart from not letting it get too big  as there is a good chance it will snap at the base. Keep it pruned into more of a shrub than let it grow as a tree. It has already been cut back fairly hard.

Dead trees don’t grow leaves.
