Holm oak die back

Hi everyone this oak is browning at very fast rate for about a year. Can you tell me what is this?Southern Portugal.

How much impact can this surround have on the tree?

I would say , in Summer 2020 our H. Oak did look a bit sick , but improved after the hot spell ended. 80+ years and in raised bed near driveway , soil is compacted clay grit with full sun . No additional watering. K

Looking at the last image; more like a pole at the base than a flare...has fill dirt been added?
