Manky Monkey Tree

The Large Monkey Tree in our Front Garden has developed a lot of  Brown branches just lately and a whitish sugary looking substance. It seems to be the lower branches that are mostly affected .until recently the tree has looked Healthy  could it possibly be related to the fact that last year we planted some Lavender plants around the base of the tree ??
