Cotoneaster is a distinct possibility.  They are vulnerable to Honey Fungus; pull back a piece of the bark from the stem (which looks to be in very poor condition) and see if there are black bootlace-like mycelia.

 

Whether I'm right or not I wouldn't be optimistic about the tree's future I'm afraid.  Scrap it, replace with something better looking but do some online research about planting in ground known to be heavily infected with Honey Fungus if I'm right (it happens occasionally ?).
