But, ask to see the tenders submitted, who they were and the prices. They cannot refuse as it's in the public domain. Then you can see if they checked the qualifications!

This is my experience, one family have dominated the local PC for years until a few outsiders moved in 20+ years ago, neither them or the newcomers get the work. Most cases in life it's who you know, not what you know, don't work like that with PC's around this way.

Just had one in the village. A good few Lombardi to take down. Didn't even ask the local firm( lives in the village 200 yards from the job) I worked with him till recently, and have done numerous work for the PC. After us they had someone else who's done all the work for the past 4 years and he didn't get it. He obviously wasn't versed with crane work.

A fellow contractor I used to know was regularly being asked to quote for a particular company, only to be just undercut by another firm. Realising that the competition wasn't even bothering to visit sites to tender, he finally submitted a price for a few hundred quid on a £2-3K job. 

 

He never got asked to tender for another job:D

I quoted for some neighbouring commune work (similar to a parish) over here, priced it nice and high, they sent me a polite letter telling me I didn’t get the work, who won it and how much they charged, which seems fair.
